September 26, 2012, Board Meeting

PEHOA Board Meeting Minutes

September 26, 2012

 

 

Attending- Duane Jastremski, President; Grant Sparks, Vice President; Chris Rowland, Treasurer; Julie Brown, Member-at-Large; Alice Aurilio, Secretary; and Whip Wilson, Member

 

 

  • Duane called the meeting to order at 7:00 P.M.

 

  • A question concerning the color of the storage shed erected by the Popes surfaced.  In Ted Pope's letter requesting permission to erect the shed, he stated, "When we get done it will match the house."  Additionally, the letter stated, "We would like to place it at the rear of the house by the woodline."  The Board will look at the situation in one month to assess progress.

 

  • The Board received a letter from Bill Tisdale with concerns about gravel/rock placed on South Plantation Lane by Whip Wilson.  Whip has placed the rock on the road in an effort to preserve the road and the corner at the junction of South Plantation Lane and Harvest Place.  Bill's concern is that when it rains, rock and silt wash down the road onto his driveway and into his ditches.  Duane stated that the problem with the road seems corrected by the rock.  Additionally, the Board recommends neighbors resolve issues between themselves especially in this matter where the Association has no control over or involvement with South Plantation Lane.

 

  • Chris presented the Treasurer's report-

 

2012 Annual Dues Collection – one delinquent

$300.00 Special Assessment – four delinquent

Extra Contributions for Plantation Drive Maintenance - $1,200.00

Checking Account Balance as of 9/26/12 - $24,883.63

First Citizen CD - $10,000.00

Total Working Capital - $34,883.63

Reserve for Road Repair (Plantation Drive) - $29, 749.00

Net - $5,134.63

 

  • Recent articles in local newspapers have dealt with raising chickens in backyards.  This has raised a concern for Board members.  While Plantation Estates may be in a rural setting, it is a residential development with restrictive covenants in force.  As such, and as stated in the covenants, no livestock or poultry may be raised, bred or kept on any lot.  There are areas in Onslow County where these activities are acceptable, but Plantation Estates is not one of them.  If this activity is being considered, please do not pursue it.  Also, if this activity is taking place, please discontinue it.  The Board has the authority to enforce the covenants.

 

  • Patching and paving of Plantation Drive will begin around October 10, 2012, weather permitting.  A notice will be given to all in the neighborhood to advise them of this and to ask for their patience as each side of the road will be closed at different times to complete the job.

 

  • Concerns about the Common Area have been raised.  Due to wet conditions beginning at the bottom of the hill, mowing with a lawn mower has not been possible during the summer.  Because of this, it has been left to grow wild.  Additionally, trees are encroaching into the area from both sides of the property.  Discussion concerning budgeting for its mowing and upkeep was entertained.  No decision has been made.  In addition, the subject of possible use/s of the area has been tabled.  Discussion of both topics will continue at the December Board meeting.

 

  • With no further business, Duane adjourned the meeting at 8:00 P.M.
