PEHOA Board Meeting Minutes

December 5, 2012

 

 

Attending- Duane Jastremski, President; Grant Sparks, Vice President; Chris Rowland, Treasurer; Alice Aurilio, Secretary; Roger and Vicki Brown; Ted Pope and Whip Wilson

 

Duane convened the meeting at 7:00 P.M.

 

Treasurer's Report was given by Chris.  Few changes in expenses.  Some minor increases on budgeted items such as liability and officers' insurance.  Chris was prepared to write the check to pay for road patching and paving in the amount of $29,749.00.  Concerns were raised; however, about the condition of some portions of the sides of the road- deep ruts caused by equipment and significant drop-off areas from the road edge.  Grant will e-mail the paving company and discuss the concerns.  Payment is being deferred until these concerns are addressed.   (Note- Grant e-mailed Jacksonville Paving on 12/6/12 and two of their men met with Duane on 12/7/12.  They dressed the areas of concern along the road.  The company was paid on 12/7/12.  Just a note-  In speaking with these men, they said the company knew we were working with a limited budget so edging was not in the estimate.  Maybe for the next paving we need to have this included in the estimate or just leave it as it is.)  Following payment for the paving, $4,856.64 will be left in the checking account.  Chris reports that 2013 dues payments are being received- 5 as of this date.  Invoices for dues were sent out 12/1/12.  Payment is due by 1/31/13.  After this date, dues will be considered delinquent.

 

The Board thanked Julie Brown, Diane and Chris Rowland and Grant Sparks for their work on crafting and erecting a new sign for the Common Area which is now designated as Plantation Park.  A job well done and much needed!

 

The Board thanked Ernie and Nancy Combs, Duane Jastremski, Angela Lawson, Ted Pope and Grant and Marla Sparks for mowing during the growing season.  Their efforts to keep our neighborhood looking good are much appreciated!

 

The Common Area and its upkeep was discussed.  Mowing has been done by some residents, but extremely wet conditions closer to the river and along the sides, precludes some mowing.  As a result, the lower area is becoming very overgrown.   The suggestion was made to leave the area alone until there is a definite plan to do something with it. Whip suggested spraying a herbicide called Rodeo on areas in the Common Area and also on the marsh grass.  He said he spoke with a woman, he couldn't remember her name, who said it would be safe.  Grant said he would call a department in Jacksonville to determine if this would be advisable.  (Note- Grant called the Storm Water Manager for Jacksonville on 12/6/12, and was told Rodeo is too strong and would kill the marsh grass.  She will work on a better solution and get back to him ASAP.  Grant called Whip to relay the information and to have him hold off on applying Rodeo.)

 

Trimming the right side of the road starting after the second speed bump was discussed.  Whip, Chris and Ted have volunteered to undertake this project.  A notice will go out so others who may want to help can volunteer their time and efforts.

 

Alice read a rebuttal from the Tisdales into the minutes.  The rebuttal dealt with a mention in the September Board minutes that mentioned Whip putting rock on South Plantation Lane.  The rebuttal is as follows:

I would like to clarify one item on the agenda concerning Bill Tisdale and Whip Wilson.

Mr. Wilson placed the rock ONLY at the junction of So. Plantation Ln and Harvest Place not on the road itself.

He has been doing this for some time w/o anyone else's input and at his own expense.  He has more recently used a larger rock and diverted water away from the ditch so that it comes down the middle of the road.

The President spoke to him and he has spread the rock around the junction.  However since it is still coming down the road, Bill has made a channel on our property to divert water into the ditch.  We will still have to empty the ditch periodically.

As far as the Board's involvement, this is an issue of damage to property by another wittingly or unwittingly.

On another matter, Grant addressed the concerns Ted Pope had after a mention in the September Board minutes mentioned the storage shed he had placed on his property.  Grant apologized to Ted and his wife Lisa on behalf of the Board for causing hurt feelings.  They graciously accepted the apology.  Ted said, at this Board meeting, folks just need to come by and talk with him if there is a concern.  He wants to make sure the house looks great, especially since it is the first house on the block.  The Board agreed that his property is looking good. 

 

Whip introduced the idea of changing the covenants to allow backyard chickens. At the current time, the covenants prohibit poultry within Plantation Estates.  He stated he has 37 members in favor of this action.  Since he did not have a detailed proposal, he stated he would submit one at the March Board meeting.  No action was taken by the Board at this time. 

 

With no further business to discuss, the meeting was adjourned by Duane at 8:00 P.M.
